You won't be able to send/receive data as fast as other people, thus your bullet registry will be lower and you won't be able to shoot at people by aiming directly at them.

Your Fps is based on both your internett conection or your pc's hard drive.
If some of them are lower than the requirements of the source engine, your gameplay will be either difficult or laggy. =)
