You can't put 400V on normal transistors. What's the secret? Vcbeo on most NPN (darlington or not) is around 60V. TV transistors are in the neighborhood of 200-240V. IRF's can give you some higher voltages, but you didn't say you are using them.

i have a question about the voltage multiplier each stage multiplies the voltage and reduces the current so if it doubles the voltage does reduce the current by half example 12 volt 1 amp in 24 volt .5 amp out?
im new to electronics and just trying to learn things :)
No sorry. Output in v and amps depends on the cap size, number of stages, and amp out of secondary at x volts. I did see the formula when google-ing some where.
Your transistor connected to the tank and function generator is in the wrong place. it's gonna get F***ed from back EMF
