it would be different if he gave him a concussion but both players are fine those hockey boots are made of steellike material almost so the penalty is way to harsh in my opinion

No, it's NOT okay to intentionally step on someone with a razor blade even if no injury occurs. The goal is to stop actions like these from happening again before someone actually gets hurt.
The way the coach and Ryan are denying that is was a dirty play and doesn't warrant the given penalty shows the penalty was NOT severe enough.

This just goes to show that Bobby Ryan, as talented as he is, just doesnt care about the finals nor does he care about his team. Everybody playing in any Sport waits a life time to get to the finals and he he pulls a stunt like that? If the ducks lose the next 2 games, its entirely his fault
