Apparently, this had been going around for years, and the drug testing busted him.
No, they just left it alone. The race was delayed by rain as it was and stopping it again to fix the light was not really an option since there was more rain on the way.

No, they put a concrete wall all around the inside of the track keeping all the lights protected all around the track.
