The only way to ultimately solve this problem is for Youtube to remove the comment rating system. People ACTUALLY feel a sense of superiority over others due to thumbs-up they got which is probably stolen material from another video. Getting thumbs-up for them actually gives them bragging rights! Oh my God, this is so pathetic. If Youtube decides to remove the comment rating system, I guarantee these massive reposts of jokes would stop.
