Building an OP on top of a resource point improves resource income of that point at the cost of manpower. However putting an OP on say a +3 manpower point won't increase its rate.

actually putting an OP on a strategic point (+3) on some maps does give you additional mp but just by 1 (+4) in older versions of the game every strat point with an OP would give you +4
