no its not. all bikes will do this when hitting the kill switch on anf off on full throttle

110 to 115, it wond do more than 100 tuned though!!!! it has a lot more power upto 100 though now. not sure why its slower, it maybe the airflow over the filter with the modified air box at high speed...
