And then Batman uses a green rock with some tape on it to send Superman to a rave.

Using a one time enhancement is nothing unusual, Batman does it frequently. Against Mr Freeze, Clayface, etc. But steroids are not exactly a one time thing. That's where you went wrong. You're actually wrong about that. Batman experimented with the Venom derivative before he met Bane. You can read it about it in "Venom," although I believe the collection is out of print now. Batman also frequently upgrades his equipment to keep ahead of the most cutting of edges.
