kuja, kefka, emperor mateus, and sephiroth are great villains but, you have to look at their motives, such as: kefka is a clown from hell and he loses his mind. Emperor mateus well his name says it all he is emperor of one place and he wants to be emperor of all. sephiroth I'll admit had great motives but none made any sense even to him. kuja was created to kill and he kills his creator and it's funny, he blows up a planet and even kills the party, cuz he will not go quietly

I strongly agree with #1. Everyone forgets about how awesome the Emperor is. He's my favorite villain. I'm a little surprised that you didn't include Sephiroth, I mean it's obvious that you don't like him but I think he certainly is a better villain than Shiva.

@ZPokemonfanA 1st pf all Sephiroth is not the Ultimate Final Fantasy Villain in all Final Fantasy. 2: Some people don't like Sephiroth because he is momma's boy & overated. 3: Many people believe Mateus, Kuja, Kefka, Cloud of Darkness, or whoever is better then Sephirtoh. Besides this was a personal opinion.
Sephiroth was never my favorite villain in Final Fantasy 7. My favorite villain in VIII was Adel. But Seifer might be in the remake of My Top 30 Final Fantasy Villains.

Yeah, Most people think that but some don't like myself. But its your opinion so I will not go against it. In my opinion Emperor was the Best Villain of all time because he took over Heaven, Hell, and Earth, made a pact with the devil, when he died split his soul in two one to Hell and the other to Heaven,and Summoned Creatures from Hell was Pretty Evil to me
I find the lack of Ultimecia disturbing.

Was pretty surprised of the absent of Sephiroth (even though he's not my favourite FF villain) and any villains from VIII. Seifer was pretty good.

Ok, but still, compared how many you that's not in the main series (Like Dirge of Cerberus and Revenant Wings) it would be nice to add Adel also.
I had forgotten all about him, but his story was pretty good.
