I think people complain to get further opinion from others. It's a vocalisation of a problem and they want to check solutions. It's true that often action is not taken, but complaint is essential to see if the problem is valid. It is often a prelude to action. All social movement starts with undercurrents of complaints, mumbling and grumbling. MLK is quoted here (as complaining, though not remembered for it) though what about his speach in vietnam?
