i really dont mean to be to critical.what your doing is great but not truly sustainable until you are making your own compost instead of buying it.looks like you have a big enough plot there to take leaves and left over greens and start one and also harvest worm castings as they will make great fertilizer for you. also see other things you can do with pecans like make milk with them. so their good to have too.
You know instead of spending all that money on potting mix why don't you make your own. The recipe for that is all over the net.

Is there a way to plant a garden without a tiller? I'm only 18 so I can't afford alot of that stuff but I'm doing my best to invest in what I can for survival such as seeds, food, ammo, guns, precious metals (mainly silver) etc....

Get yourself a spading fork and a rake. My dad always used a spading fork in the garden before tilling anyway. You can turn the ground deeper with a spading fork than a tiller its just more work.
I noticed you planted the garden in shade and under a tree. I have a fair sized garden myself and I'm trying to keep away from the trees and shade as I notice this often stunts if not kills my plants. I'm just starting to wonder is it really the trees and shade or is it something I'm doing wrong?
I am going to try the water and bag idea, it will give the seeds a head start, how do you protect from birds and animals ? it looks like a very open garden, i use old CD's tied to strings across the rows, they twist and turn in the wind reflecting the light, seems to scare off birds quite well, old video tape works the same

If you have enough land you and grow more corn to make ethanol. At least that is how i would do it but i rather to the bucket method

some plants don't like as much sun light as others. just depends on what your planting.
