He cant hit me and i cant hit him when i dont got garlic but when i do got it he only can attack me lol!! WTF!!!

If you read a little lower before your comment I responded to someone already asking that question, the quest has been glitched for sometime now. Sorry about that.

yeah the quest is not glitched meaning it wont let you attack the vampire
