For those of you asking yes she was supposed to eat the membrane off. It basically is the same thing in humans but ours breaks before we go into labor. That's when we say our water has broken.

its better if u help the mom because sometime she mite bite the puppies arm or anything off. so u should break the sack and cut the cord and make sure there is no mucus in the nose and thats it breaving
