Its more the handguns and the weapons that can be easily concealed that you need to worry about in cases i'm familiar with. Canada has rather strict handgun laws, but because we're so close to the US that has very lenient handgun laws loads of illegal easily hid-able weapons cross the boarder.
Guns in the country and in the City mean two different things, maybe the area of purchase should be addressed differently? Growing up in a City I've never seen a gun on any non-cop be of any good.
It might be good to remember that Loughner was never diagnosed as being mentally ill, he was only suspected to be so by concerned people at the community college.
