Do you have any links where people can read more about the issue of women's rights in Algeria - specifically the mandate to cover themselves?

The Islam cultures I've visited (Morocco, Bosnia, Ethiopia, Turkey) have generally been pretty enlightened in this regard. The way a woman dresses (i.e. the decision to wear a hard scarf/veil or not) is generally more of a fashion choice the woman makes, rather than something the men impose.
