1 - Timing, look for 2 marks. one on the timing plate, the other on the housing. they need to be aligned.
2 - if not your timing, try spraying starting fluid (quick start) around the crank seals, & or the crankcase it self, if the engine speeds up suddenly, this indicates that there is a crankcase leak.
