Well I tried to figure that out too. Submissions end the 20th. Then the "Judging Period" is from the 21st to the 1st. Then they have the "Notification Period" (of the winners)on the 23rd to the 2nd. Then they announce the winners on their website on 2/17 (but will notify the winners by email by the 2nd). So I guess voting stops the 20th at 12? I dunno!
