IOW. things are still TERRIBLE. If anything, this could be a sign they're getting worse - people basically being pushed off the system for having NO WORK for so long, or settling for marginal employment of one kind or another.
Fewer are on unemployment because their benefits RAN OUT. So they are starving to death.
