It still doesn't make much sense. Why not just run into him and run him through with those guns? It was because Batman faltered that the Joker was captured (and not killed) and therefore allowed to continue through with his plan that would eventually cause the death of Rachel and the creation of Two-Face. What a plot hole... Still the ending with the commissioner calling Batman "The Dark Knight" was awesome!
