No, you're wrong. In the US this only works for down, not up. It requires special euro coding to put the windows up with the key. That's the point of the video
That is correct! Unless! You stick the key in the keyhole and turn it to the armed position and hold it there, then that's a way of rolling the windows up from the outside of the car
because in the US none of the e38 BMW 7 series do this. It was coded with a bmw interface and special program to turn this feature on. They all come with windows down by remote but they don't have windows up by remote.
I am able to do this on my stock Acura TL 2006 with the factory remote... When you hold the unlock button for about 3-5 seconds all windows roll down and the sunroof opens as well... When you hold the lock button for the same amount of time they all roll up and sunroof closes as well...
It can only be done by BMW coding software, so you pretty much need to know someone who has inside connections to BMW as I doubt the dealer will do this for you.

Only window down is factory on US e38's. Window up was never an option on US cars.

no you can't. This feature is not enabled from the factory on US cars or at least e38's. This has to be coded on to work
