No, the arpeggios (not chords) are almost identical. It's far too similar to be accidental.

It's far more realistic that the synth that Bellamy used on this track had a similar arpeggiator to the synth that was used on the Top Gear. They didn't write out those arpeggios, they decided what chords to use and the keyboard arpeggiated it using it's own internal mechanisms.
