I don't understand Punishment of Luxury painting. Can anyone explain why it has that title?

It's an odd painting, isn't it? They're apparently meant to be the spirits of women who have had abortions - and they are seemingly now being punished. Spirits floating in a wilderness or something. The painting is also known as the Punishment of Lust - so that would make the meaning a little clearer. All seems a bit severe to me.
