It's an odd painting, isn't it? They're apparently meant to be the spirits of women who have had abortions - and they are seemingly now being punished. Spirits floating in a wilderness or something. The painting is also known as the Punishment of Lust - so that would make the meaning a little clearer. All seems a bit severe to me.
