The government of Uganda and the police are responsible for these childrens' injuries. The Police and government are liable for being negligent and careless with explosives of this kind which should have been kept away from the public. For failing to exercise precaution and proper storage/handling of such hazardous material government should foot their medical bills,pay them so much for causing permanent disability and physical harm to these innocent children.
