I think the tv-program at 4:24 is a reference to a tv-program in the first game. In the chapter "Fear that gives men wings" there is a tv with a program where a man tells about his dream involving a flamingo saying "the flesh of fallen angels", where he afterwards wakes up, strapped to a bed in a sanitarium. Here, the tv mentions a sanitarium named "The Pink Bird Mental Institute". Even as Max walks into the lift, you can hear someone saying "The flesh...". Neat detail there.
