No its a good rule, if used correctly. For instance, if a goalie has a puck covered, and the ref goes to blow the whistle, but right before he does a player digs it out from say under his glove and pokes it in the net, then you have to go with, the intent was to blow the whislte since the ref determined the puck was frozen before it got dug out and put into the net. Here its just bad luck. Crap happens all the time, and of course Ducks could still have scored and in OT or sooner

Intent to blow the whistle was designed in case a player did dig the puck out from the goalie and knock it in before the whistle. Yet to many teams and refs take it out of the spirt of the rule. It drives me nuts. if the puck is cleary free and gets poked in before a whistle is blown or as a whistle is blown (not after) it should count.

The whistle clearly blew after the puck was in the net and if they would have been allowed to review it then they would have seen it oh and plus earlier on in the game most of the commentators thought that one of the Ducks goals was goalie interfearance on Osgood even though the puck probably wood have gone in The Red Wings had a couple of terrible breaks in this game. But whatevs thats hockey.
