That's because this is underground Raccoon city. The same place Billy and Rebecca were at in Resident Evil 0. But I'm not so sure about Outbreak anything because my Dad never played it.

They weren't in Raccoon City, and yes, they were in an Umbrella Training Facillity, but do you remember when they found that cable car just before Billy got attacked by that Orangutan? Doesn't that look the same as the one that you use in RE2? There are a bunch of other similarities, but I'd use up my character-limit explaining them to you.

re 3 is 24 hrs before & after re2. Re outbreak happened before re2 but at the same time as re3. Re2 happened during outbreak file 2 if u complete the police station scenario as the cop (kevin) u will see that while kevin is escaping the city his friend (leon) and claire are driving to the police station.
