Last Wednesday the State Duma approved a new law that prohibits to drink to the drivers. The new law doesn't specify any upper limit of alcohol in the driver's blood. Voting took place after the lunch break when there was only 88 from 450 parliamentarians. Meanwhile, the new law was approved by 449 state house members. The way how voting was organize let us conclude that the strength of Russian parliamentarism is the ability to move fast from chair to chair.

No, it does not. When you drink and drive the next day you probably still have some alcohol in you blood. The corrupt police in Russia makes a lot on money on this 'next day driver' and literally hunt for them. Russia always had a 'zero promille' rule, except the last two year when they tried to reduce corruption.
