Emulation is the best choice available if you can't find a game or don't have the console. Emulators for older consoles work fine, but newer ones have huge lag.
snes9x is great for emulating SNES games, and VisualBoyAdvance is what everyone uses for GBA. You'll have to find the ROMs of the desired games yourself, but a precise google search should solve all of this easily.
Well, what do you imagine by tool-assisted? Using the turbo button to speed up the action after you've selected every command? Leaving a save state before the battle begins so that you can experiment to see what the boss is like and then load state to redo the battle without having to spend 10 more minutes effortlessly navigating through the dungeon (completely safe with Mrbl3 items repelling all encounters).
I don't really see either as "lame", tbh. Good time savers.

I think I got most out of it. There was an item that could have made the battle easier but I deliberately "forgot" about it to enjoy this weird-looking but otherwise demanding boss.
At this point, it was already clear that fusions were okay to use (which would allow me to have a character with ~500 max HP, making survival a joke) and I wanted the good ending so I did the optional dragon fights too. But I used neither so I might as well rename the challenge to Low Level No Fusion No Dragons.
Jade is more dangerous than the goddess, because he uses bolt x and this magic is strong, especially against Agni.

Can't help you there... You could always turn to emulation, or try ordering online if you want a hard copy.

Maybe some 20-30 hours... Depends on how much time you spend training, and how quickly you progress through the game without getting lost.
It's not too hard, and the end of the game is ridiculously easy if you get the secret dragon transformations (I didn't to make it more challenging).
Getting SNES games is troublesome nowadays, but the GBA port of it shouldn't be too hard to find, I think.

Don't have the file to check, but not too long. Probably quicker than a normal game, seeing how I avoided all the random encounters.

There's this item that repels all the random enemies away. Makes navigation really easy in this challenge.
You won't want to use it in a normal game though, or your levels will be about as low as mine.
