You go next to the bomb shop and there should be these stair like things..kind of hard to explain but if you're facing the bomb shop you go off to your right and they should be there.

Llia is not there she'll be found later in the game. This is my 2nd time on the game and sadly for me I need to refresh my memory for a few of the tears that aren't showing up on the map.
