IMO its really ambiguous but still very sexual. marley has taste and doesnt use blunt tasteless words usually theyre very metaphorical. fruits are many times in music and literature used to describe sex or a womans body. in jamaica at the time im pretty sure people were very censored on the radio. eek a mouse got in alot of trouble for singing about ganja smuggling. i dont think "blunt" sexual references such as exact words would have been appropriate... and not really true to marleys style.
