You can disqualify two people in one false start, you just have to be sure that they did not react to each other (so usually they are not next to each other)
To be honest, the electranic Control System showed, that he moved bevore the allowed reaction time, wich is showed in the chart, where he and asafa powel is marked red because they were faster then the human reaction time.....

IAAF decided that under 0,1(1 tenth of a second) you are "guessing the gun" and is not human to go under 0,100.
If (hypothesis) every athlete starts under 0,100 all 8 athletes get disqualified,no matter if someone starts at 0,99 or at 0,001.
The oldest rule(2 false starts for everybody) was the most fair between the 3.
