I think the DD1's and the rats had whistles because air horns weren't around also. The sound being recongnisable to crews makes senses too.

Why does this have a steam whistle? Isn't this electric?

@MrTrainfanatic No, the whistle is blown on air from the air tank. Why they had whistles I don't know but I think it was because steam switchers had them and that the sound was recognisable by the crews.
