Throughout the series new and old the Cloister Bells have always meant bad news.

Heard it with the paradox machine with the Master, in the end of Turn Left before the return of Davros. Also in 1996 when the Master stole the Tardis from the 8th Doctor.......to name a few, lol.

According to the guys and gals at the bbc, you put a chuch bell-one of the big ones-in a vat of water and ring it. The water deadens the sound somewhat to make that ominous toll.
