It's a powered armor, right? That's mechanical, and technically could be considered a robot... Unless it's powered by MAGIC, in which case it's just an armor.

Long story short. What happens to Joji during the transformation? His cell density raises by 100, a wire-shaped oxygen refuelling device winds him and, at last, an armour is wrapped all around his body. The armour is actually not powered but it's not an usual one: its pourpose it's to not make Joji explode under the pressure of his own strenght.
