You must have Xbox Live to use them but when you do you have to enter the activation code in the PDA and then you select accept (unless you still want Achievements because it deactivates them) and then you enter the cheats in the PDA (you have to re-enter the cheats when turn the 360 back but not the activation code) and you do them on the map sceen
the cheats are free but you have to have Xbox Live
