I think it is over-rated by the means of over-rating the suckiness of the anime. Many people say Naruto sucks because it is showed on Cartoon Network. Which the episodes that are shown there are dubbed, and therefore, sucks. Now if you watch the original Japanese version of the episodes, then it is a lot better than the dubbed stuff. Give it a try.
