like gasoline additives for your car to get better gas mileage; most people will drive according to the instructions which general include slowing down and not making such harsh starts and stops while driving. This of course will give you better mileage, but not from the additive.
This has been tested in a german TV show and they came to the result that it doesn't and can't work. The said it is a fake. You need 2 different metals at the electrodes, copper and zinc for example, to let the elektrons current/flowing.
