It looks to me like the video tape was spiced together, but not very well, the "figure" I see is of a man blocking the light (to cast a shadow on the window) but too close to the camera so it appears out of focus. The shadow has very solid edges, not common among paranormal apparitions, they are usually, soft and more fluid-like. sorry, I am a firm believer in the paranormal, but not in this case.
