These two financial vehicles are what allowed the risk in the debt obligations of insurance giants, investment banks, and bond rating organizations to be leveraged to astronomical levels. This is what is behind the need for all the financial industry bailouts. DEMS argued against regulation of the banking industry in the early 2000s when conservatives argued for it. Look it up.
