Basically, Kim Jong-Il wanted to make a film so he kidnapped a South Korean actress and her estranged director husband. After they tried to escape they were placed in solitary and after 4 years were reintroduced to each other at a dinner and told to make a communist retelling of Godzilla. The result: Pulgasari!

The reason its in circulation is a Japanese film critic managed to convince Kim Jong-Il to release it so everyone could see how good it was and to bring in revenue, AKA Epic Trolling.
