Actually, I don't think Yukiguni is the name of a town in Japan. Yukiguni (snowy country)refers to Aomori prefecture which has a lot of snow in the Winter. The song is actually sung from a womans perspective about a lost love. A rough translation is as follows.

Whenever I hear "Yukiguni", it reminds me my hometown even though I've been in Tokyo over 20 years. I'm from same place as the singer(Ikuzo Yoshi), it's called "Yukiguni" in Japan. It's very cold place like North Europe. But I love the place because I got so much good memories there!
