Have you also taken into account a Program called HAARP? the High Frequency Active Auroral Research Program? It affects the Ionosphere and can be used in weather warfare, or in other words, it can be used to create droughts or long storms or flooding ect and is based in a strategic place in the northern hemisphere in alaska, something that should be looked into as well.

Operated intermittantly, powered by on-site diesel-fueled generators ... yeah, that' s a threat alright ...

Are you familiar with phase-array antenna technology?

Do you know of the limited ability to 'steer' the HAARP antenna array?

Again, some 'threat', when it can only be steered about +- 30 degrees from boresight ...
