I would not like to interpret what it sounds like it is saying,but it doesn't sound very nice. It is a very distinctive male voice, unlike yours, and comes across as a very arrogant individual.
Occam's Razor only speaks to local events. Therefore, it only applies if you believe that all existence is nothing but a collection of local events. I don't. (And I have a background in science and thus actually know the scientific method, unlike most skeptics), therefore Occam's becomes only one possibility. lol
While the "machine" theory is a possibility, there also is a frequent experience with EVP in the voices repeating things that are said, so ... ?
This ghost is not a ghost. Sometimes on the tape , we get two signatures it reads back, like a double rainbow...This is clearly repeating that in an echo on the tape...You only get these if the tape writes it twice, one is always distorted. The voice is saying MACHINE...One short, on long.. MA-CHINE. My brother thinks different and will post below me

Very interesting, a little distorted though, you might try filtering it some more and see if you can clear the voice enough to hear.
