I think it's not JUST the intonation and the stresses on the "wrong" syllables that make Stephen's German accent hilarious. Well, Germany does hold a lot of stereotypes of camp, you've got the gay German bathhouses and bars, and impressions like Stephen's... Germany is just one of those countries. Not that it's justified, and I'm not trying to laugh at Germany, but it's just easier to make fun of than, say, Siberia.
