It's not a toe axel at all...he just dosen't slide his foot along the ice past his picking foot, and then step up into the jump, like a lot of people do. With his speed and power, he can pull it off with ease that way. I do the same thing on my double toe loops.
Great! But note that it's not a double toe, it's actually a "toe-axel", the take-off is wrong for a toe loop and the outside edge should be maintained longer for it to be a toe loop.
A toe Axel is rotating forward on the toepick before going airborne. Typically, toe Axels are done with the picking foot on the ice while the non picking foot is in the air. In this example though, both of his feet left the ice at the same time and both feet were in the air before the first half rotation. So it's not a toe Axel at all. I prefer the outside edge to be a bit longer but he would've received full credit for the double.

@liztheirishdancer12 it was a triple axel :) he just rotated really tight so it sort of looks like a quad at first.
