Meaning 2 in human years, that is what Brandy means about her age too. So 7 x 2 is 14.

Brandy cannot be 16 in dog years because then she'd be very old and almost dead. She must mean 16 in dog years which would be... 2 - 2/4 years old. So since Whiskers goes by human years and not rodent years, and Brandy goes by dog years instead of human years they are both quite close in age. He is 14 and she is 16.
