Well, yes all ships have ballast tanks. Usually when there is passengers onboard there is bodily sinkage of the ship itself. Therefore the ballast tanks are filled accordingly, depending on how much sinkage you want the more watter you pump in the the more th ship sinks. Bringing the Center of Gravity "G"down. But you will have less reserve buoyancy. The differnce between Reserve buyancy and Center of gravity is called the Metacentric Height. Free surface effect is created by

this is called "ship stability" Longitutinal and transverse stresses, and bending moments. The officers of the ship...their job is to keep the center of gravity low, this way the metacentric height is positive and you dont get a capasizing moment. The way to achieve that is to eliminate free surface effect and fill up the ballast tanks with water to bring down the center of gravity

Free Surface effect in a ballast tank is a negative thing to happen. Its when the ballast tanks are not filled completely, thaat is when the water in the tanks has enough space to sway around which causes the ship to capsize in bad weather. thats why to elliminate the splashing inside the ballast tanks (freesurface effect) is to fill up the tanks all the way to the top or at least 90 full. This way no space for Free surface effect or empty the ballast tanks, but then that would cause bodily rise
