I was an undergraduate in a public university before and let me assure you that the security guards DO NOT have the right to confiscate my items without any letter of acknowledgement.
I have read my rights while I was in university. How about you?
The guard must produce a letter of confiscation if he wants to confiscated student's belongings even he is not a policemen. This is a normal procedure according the law under human right.

If the police need your belongings as evidence, they will issue you a statement declaring the items that they confiscated.
In this case, the statement was not issued, hence it is UNLAWFUL.

Based on what you quoted. Sure the policemen can confiscated your items but a declaration statement must be issued.
