I changed my alternator because of bad voltage controller and this kind of noise disappeared in my case... It turned out also the bearings of the alternator where bad, causing probably the noise...
That's my guess, but buying an automotive stethoscope appears to be the cure for the noise. It hasn't made the noise since I bought the tool needed to pinpoint its source...

my car makes a noise like that its like a chirp and i have no idea what it is it is so annoying.. and ive replaced the idler pulley...

Alternator? flood it with oil... this is what i did with my Rover Mini and it worked fine.
