The Bible clearly teaches that Israel will return to their land in unbelief, 2/3 of them will be killed during the Great Tribulation, and then the 1/3 who survive will enter into the Millennial Kingdom. You are also conflating collectivism and individual justice. Only an omniscient God can achieve both. It is possible in theory to enforce collective judgment without violating individual justice. Just don't be confused in to thinking that you are allowed to attack someone because it seems consistent with God's will. I honestly don't know if Hitler was God's intent or not, but the old testament mentions how God stopped protecting Israel when they abandoned Him. He didn't blatantly try to torture them, but he did let them be enslaved until they came back to God, because they became arrogant and thought they could handle everything by themselves.
